The statue of the woman at the base of the fountain reminded me of various paintings of Venus. I suppose the water in the fountain led me to think of Botticelli's 'Birth of Venus' among those -- hence the scallop shell and the repositioning of the goddess into the water. I used gradient maps and color layers to color the statue. The columns of water falling from the heavens are brush strokes with a motion blur and some added noise on a mask. The sky is a gradient.
